Editorial Policy of the scientific journal «Education. Quality Assurance»

Approved by the order of the General Director of the Independent Agency for Accreditation and Rating from June 14, 2021 No. 103-21-OD (with amendments and additions adopted at the meeting of the Editorial Board (Minutes №1 of March 19, 2024))

The scientific journal «Education. Quality Assurance» is a periodical printed publication of the Independent Agency for Accreditation and Rating registered by the Committee for State Control in the Field of Communications, Information, and Mass Media of the Ministry of Information and Communications of the Republic of Kazakhstan on May 28, 2013, Certificate of Registration, Re-registration of Periodical Printed Publication, Information Agency and Network Publication No. 13644-Ж. Due to the renaming of the journal by the Committee on Information of the Ministry of Information and Communications of the Republic of Kazakhstan, an updated Certificate No. 16886-Ж was issued on February 8, 2018. In 2022, the thematic focus of the journal was expanded and the corresponding Certificate No. KZ84VPY00059821 was obtained on November 25, 2022, issued by the Committee on Information of the Ministry of Information and Social Development of the Republic of Kazakhstan. An additional Certificate No. KZ59VPY00089371 was obtained on March 19, 2024, issued by the Committee on Information of the Ministry of Information and Public Development of the Republic of Kazakhstan.

The Journal has an International Standard Serial Number (ISSN) for the printed version: 2617-0493, and a subscription index in the catalog of Kazpost JSC - 76034.

Publication the results of scientific research and introduce readers to facilitate their broad discussion, as well as to cover topical issues with the results of theoretical and applied research in the field of economics. The journal publishes scientific articles on topics such as economic growth, quality improvement, innovations, strategic development and industry-specific research, aiming to disseminate scientific findings and facilitate the exchange of opinions among scholars in the international scientific and educational sphere.

• - familiarizing readers with the latest theoretical, methodological and practical achievements of domestic and foreign authors;
• - disseminating the results of scientific research and supporting conceptual discussions on fundamental and applied problems of academic research in the fields of economics and quality assurance;
• - acquiring skills, competencies and experience to prepare and improve qualifications in line with the modern requirements of economic, educational, business and societal development;
• - expanding professional communication among a wide range of researchers and specialists in this field;
• - creating a platform for dialogue that contributes to economic growth, education development and legal support;
• - expanding opportunities for young researchers, doctoral students and educators to publish the results of their scientific research and involve them in the professional community.

Articles are accepted in electronic format and undergo three stages of review for publication acceptance: 

1. Compliance check for relevance to the journal's scope and requirements

2. Plagiarism and unethical borrowing detection

3. Peer review of articles

Articles are published in Kazakh, Russian and English languages, and contributions from foreign authors are included in each issue of the journal. Manuscripts should not have been previously published in print or electronic form elsewhere.

Only original articles that have not been previously published in other publications are considered for publication.

Each article undergoes a review process and is checked for plagiarism.

Manuscripts that do not meet the requirements are not considered for further review and their authors are notified accordingly.

Grounds for a reasoned refusal to publish an article may include:

– lack of relevance of the submitted material to the journal's scope;

– failure to meet the requirements for submitted materials;

– negative review of the submitted material;

– detection of plagiarism or other forms of unethical borrowing;

– author's failure to comply with copyright legislation;

– refusal to revise the text in accordance with reviewer comments, among others

The journal also does not publish:

– author materials previously published elsewhere;

– articles lacking new information compared to previously published results or containing factual, historical or other errors that cannot be corrected, as well as articles containing assertions and hypotheses directly contradicting established scientific facts.

The journal "Education. Quality Assurance” is published once a quarter (quarterly) - 4 issues per year. The circulation of the journal is at least 300 copies.

The journal is a specialized, industry publication and is addressed to researchers, scientists from economic universities, doctoral and master's students, government bodies, managers and specialists of Kazakhstan, near and far abroad on the problems of various areas of economic development: theory, analysis, methodology, practice and world experience.

• - Articles are published in Kazakh, English and Russian languages, and each issue includes contributions from foreign authors that have not been previously published in print and/or electronic format.
• - All scientific articles undergo mandatory blind peer review by independent reviewers – scholars or specialists with expertise closely related to the article's topic.

This journal provides direct open access to its content based on the following principle: free and open access to research results contributes to the global exchange of knowledge. Users are granted the freedom to freely copy and reference the published materials without any cost.
