Publication Ethics
With the aim of ensuring a high level of trust and confidence in the scientific information published in the journal "Education. Quality Assurance," the editorial board responsibly maintains the scientific reputation and adheres to international ethical standards of scientific publications. These standards include principles of integrity, confidentiality, publication oversight, consideration of potential conflicts of interest and etc.
Adherence to the rules of ethics in scientific publications by all participants in the publishing process contributes to the protection of authors' rights to intellectual property, enhances the quality of the journal and prevents the possibility of unauthorized use of authors' articles for the benefit of individuals in accordance with the Law of the Republic of Kazakhstan "On Copyright and Related Rights" dated June 10, 1996, No. 6-1 (with amendments and additions as of May 1, 2023).
In its activities, the editorial board follows the recommendations of the Committee on Publication Ethics (COPE).
The journal's website contains information for authors, specifying the requirements for articles and the conditions for publication in the "Education. Quality Assurance" journal. The requirements are uniform for all authors.
The editorial board of the journal is committed to maintaining its scientific reputation responsibly.
The journal's editorial team (office) guarantees acceptance or rejection of a manuscript for publication based on its scientific significance, compliance with the current legislation of the Republic of Kazakhstan, originality and relevance.
In cases of plagiarism, deceit, falsification or other instances of unethical behavior in scientific publishing, the editors have the right to refuse publication of the submitted manuscript.
Previously published materials in the form of articles, monographs, dissertations, dissertation abstracts, scientific reports or those submitted to multiple journals for consideration are not accepted.
Editors do not allow articles rejected by reviewers for not meeting scientific and ethical standards to be published.
All official claims and complaints submitted to the journal's editorial office are considered mandatory.
The work of the editors is based on principles of transparency and objectivity.
Editors must publish useful links on the journal's website for formatting articles in the Author Guidelines. These requirements must be regularly updated and accessible on the journal's website.
Authors are fully responsible for the selection and accuracy of the facts, quotations, economic-statistical data, names, titles of organizations and other information provided, as well as for the use of data not intended for open publication.
Authors must ensure that the research results presented in the manuscript are entirely original. Borrowed fragments or statements must be properly attributed to the author and the source. Excessive borrowing, as well as plagiarism in any form, including unattributed quotes, paraphrasing or appropriation of rights to the results of others' research, are unethical and unacceptable. The presence of borrowing without attribution will be considered plagiarism by the editorial board.
All information borrowed from literary sources, as well as quotations cited in the article, must be supported by appropriate references.
Authors are responsible for the originality of the work submitted. Plagiarism, falsification of authorship, self-reviewing of their own articles and citation manipulation are not allowed. Plagiarism is considered any borrowing of someone else's text without proper citation, as well as paraphrasing and borrowing of research results without referencing the author.
The authors of the publication should be scientists who have contributed to the research. All authors of the publication are equally responsible for the content.
The absence of criticism or personal remarks regarding authors of previously published works on similar topics in the text.
Participation in the process of preparing the article for publication, timely and correct response to the wishes and remarks of the editorial board and providing the necessary information for publication.
Upon request from the editor, authors must provide additional information confirming the accuracy of the research described in the article.
In case of indisputable errors in the work, the author is given the opportunity to make the necessary corrections or fix typographical errors in the shortest possible time.
Authors submitting their work for publication in the journal confirm that their publication does not violate any existing copyright.
Authors (or author collectives) submitting an article to the Journal understand that they bear primary responsibility for the novelty and accuracy of the scientific research results, which implies compliance with ethical principles.
Authors of the article must provide accurate results of the conducted research. Knowingly false or falsified statements are unacceptable.
Reviewing scientific articles by other researchers plays an important role in ensuring the objectivity of research and providing accurate information about it. All reviewers should adhere to generally accepted principles and standards during the review process.
Reviewers should be independent scholars with a sufficient level of professional competence in the reviewed field of science (topic, issue, problem).
The manuscript submitted for review is a confidential document and is subject to copyright law, therefore it cannot be used for discussion with third parties or for personal purposes.
Reviewers must be aware that the manuscripts they receive are the intellectual property of the authors and are confidential information that should not be disclosed.
Reviewers conduct a scientific evaluation of the author's materials, and therefore their actions should be unbiased and guided by ethical principles. The criterion for assessing the article should be its scientific significance.
Reviewers are required to provide an objective and reasoned assessment of the presented research results and clear recommendations.
Comments and suggestions from reviewers should be objective and principled, aimed at enhancing the scientific level of the manuscript.
A reviewer who does not possess, in their opinion, sufficient qualifications to assess the manuscript, or cannot be objective, for example, in case of a conflict of interest with the author or organization, or knows that the review period will be
unacceptably long, should inform the editorial office and decline from the review process of that manuscript.
Reviewers must declare all potential conflicts of interest, seeking advice from the editorial office if they are unsure about any particular case.
The editorial office calls on reviewers and editors involved in the assessment of articles proposed for publication in the journal to follow the recommendations of the Committee on Publication Ethics (COPE) https://publicationethics.org/guidance/Flowcharts.
Members of the editorial board and the editorial team of the Journal bear responsibility for the publication of the submitted article, guided by the following basic principles:
1. When making a decision to publish an article, the editor-in-chief of the journal is guided by the accuracy of the materials presented.
2. The editor-in-chief adheres to the Journal's policy and complies with legislative foundations, preventing copyright infringement and plagiarism.
3. The editor-in-chief preliminarily evaluates the submitted article solely based on its scientific content.
4. Members of the editorial board do not have the right to disclose information about submitted articles, except to individuals directly involved in the article and its preparation for publication.
5. The editor-in-chief should not allow the publication of an article if there are grounds, according to members of the editorial board or the reviewer, to believe that the article contains instances of copyright infringement or plagiarism.
6. The editor-in-chief, members of the editorial board of the Journal, and reviewers must ensure the confidentiality of the names and other information regarding reviewers.
Authors of published articles grant the journal's editorial office the right to distribute their work. All published articles in the journal are posted on the Internet at http://iaar-education.kz/ and /, as well as in indexed databases.
Copyrights for materials, other than informational content published in the journal, belong to the authors or the journal's editorial office. Copyright for the entire journal issue belongs to the journal's editorial office.
Reprinting materials from the journal in other publications is allowed with the consent of the journal's editorial office and the author.
When quoting or partially using the text of an article from the journal, it is mandatory to reference the author and the journal.
When creating new articles based on previously published ones, it is necessary to cite the original source, following all citation rules.
When citing articles, the editorial office requests the use of bibliographic data provided at the end of each article.
A conflict of interest arises when personal or professional situations may influence the scientific judgment of a reviewer or editor and, consequently, the decision of the editorial board regarding the publication of an article.
The editor-in-chief, along with the editorial office, should not leave unanswered any claims regarding reviewed manuscripts or published materials. When a conflict situation is identified, all necessary measures should be taken to restore violated rights, and in case of errors, facilitate the publication of corrections or refutations.
The journal's editorial team operates on the premise that by submitting an article for consideration along with a cover letter, the author declares that there are no commercial, financial, personal or professional factors in the text that could create a conflict of interest regarding the submitted article.
In the presence of a conflict of interest, the author should make an open statement about the potential conflict of interest in the cover letter when submitting the article for consideration. Editors and reviewers should declare any potential conflict of interest that may affect the decision to publish the article. In the event of a conflict of interest between the editor or reviewer and the author of the article, it should be passed on to another editor or reviewer, respectively.
Reviewers and members of the editorial board should refuse to review a manuscript if they are in any competitive relationship related to the author's research results or if there is any other conflict of interest.
Unpublished data obtained from submitted manuscripts cannot be used in personal research without the written consent of the author.
Information or ideas obtained during peer review related to potential benefits should remain confidential and not be used for personal gain.
Reviewers should not participate in the review of manuscripts if conflicts of interest arise due to competitive, collaborative or other interactions and relationships with any of the authors, companies or other organizations associated with the submitted work.
The existence of a conflict of interest between participants in the review and evaluation process does not mean that the manuscript will be rejected, as the most important criterion for evaluating the manuscript is its scientific quality.
All stakeholders should, as far as possible, avoid conflicts of interest in any form at all stages of publication.
The journal's editorial team, during the review process of an article, systematically checks the manuscript for plagiarism using the specialized plagiarism detection service "Strikeplagiarism.com" - https://strikeplagiarism.com/en/. The contract was concluded from January 16, 2023 for 3 years with a 12-month extension. The originality coefficient of scientific articles' text should be no less than 75% and higher.
If unauthorized borrowings are detected or if the originality coefficient of the text is low, the manuscript is rejected for publication.
In case of a slight decrease in originality, authors are given the opportunity to make corrections and resubmit the manuscript for reevaluation.
Upon successful originality verification, the manuscript proceeds to further blind peer review.
Plagiarism in any form is unethical and unacceptable.
The journal does not publish plagiarism in any form, including works containing plagiarized text, ideas or data.
Articles with a proven significant amount of plagiarism or evidence of text manipulation are rejected.

Authors of articles must submit fully original works. The use of other authors' work results must be accompanied by references to the corresponding primary sources, which should be included in the reference list.
The journal's editorial team does not recommend using any technical means to artificially increase the text's rating in the Anti-Plagiarism system.
Articles that correspond to other scientific materials of the author by more than 20%, such as a monograph or previous publications in journals, are not accepted for publication.
Plagiarism detection is carried out as part of scientific peer review and after manuscript publication - upon readers' complaints. Authors are required to confirm upon submission that the article has not been published or accepted for publication in another scientific journal. When referencing an article published in the journal, the publisher requests authors to include a link (full URL of the material) to the official website of the journal.
Articles previously posted by authors on personal or public websites unrelated to other publishers are not considered for review.
